The Gula Rahmah Initiative, led by HMBE Legacy Sdn. Bhd., is a national program designed to ensure a stable and affordable supply of refined sugar across Malaysia, in line with the government's regulated ceiling price of RM2.70 per kilogram.
Since Malaysia has had no local sugarcane plantations since 2012, the nation relies entirely on imported raw sugar. However, rising global prices and outdated processing capacity have often caused domestic supply disruptions.
As one of the only two companies granted an Authorised Permit (AP) to import, repackage, and distribute refined sugar (ICUMSA-45), HMBE Legacy imports 5,000 metric tonnes monthly to maintain a steady national distribution network.
Beyond stabilising supply, this initiative helps reduce the government's RM42 million monthly subsidy burden, allowing public funds to be redirected toward other national priorities such as welfare, healthcare, and education.
